Part of the Secretariat of State for Budgets and Expenditure, the Government Comptroller's Office (IGAE) is the body that performs the internal control of the state's public-sector economic and financial management and is the department responsible for managing the public accounting system.
As an internal control organ it is in charge of verifying, by means of the prior control of legality and financial control, that the economic and financial activity of the public sector observes the principles of legality, economy, efficiency and efficacy. As the managing and executive centre of the public accounts it is responsible for providing reliable, comprehensive, professional and independent information on public management and for issuing the necessary procedures for its proper development.
Moreover, it is also responsible for drawing up the economic accounts of the public sector according to the SEC 95 methodology, which renders it possible to draw comparisons and perform analyses with the other European Union member countries.
Its sphere of action comprises those derived from the control of the community funds, particularly those envisaged in article 62 of Council Regulation 1083/2006, of July 11, 2006, with regard to the use of the functions of audit authority in programmes in which the IGAE has such authority.
It is also the department responsible for the programming, design and execution of the Secretariat of State for Budgets and Expenditure's IT policy.
